It looks like you are combining two distinct elements: the acclaimed tabletop roleplaying game Spire: The City Must Fall, which is famously set in a mile-high city designed as a literal spire reaching for the sky.

Created by Grant Howitt and Chris Taylor and published by Rowan, Rook and Decard, this award-winning, “fantasy-punk” tabletop RPG focuses on rebellion, brutal systemic oppression, and high-stakes subversion. The Core Premise

The game takes place inside the Spire, an ancient, mile-high tower carved from stone that stretches into the clouds.

The Oppressors: The aelfir (cruel, beautiful, and ice-cold High Elves) rule the city through bloody, absolute authority.

The Rebels: Players take on the roles of drow (Dark Elves) who have been forced into second-class citizenship and generational indentured servitude.

The Ministry: You are all undercover operatives in a secret, illegal religious cult dedicated to the dark moon goddess. Your goal is to tear down the aelfir government through espionage, murder, and political sabotage. The Resistance System

The mechanics are built around the Resistance System, which prioritizes storytelling and high-consequence fallout. Rather than tracking traditional health points, players manage five types of Stress: Blood: Physical injury and wounds. Mind: Madness, psychological fractures, and stress. Silver: Poverty, debt, and resources. Shadow: Secrecy, cover identities, and structural exposure. Reputation: Social standing within your local community.

Whenever you take Stress, the Game Master (GM) rolls to see if it triggers Fallout. Minor fallout might mean losing your wallet, while severe fallout could mean your undercover network gets compromised or your character dies. A Few Wildly Unique Character Classes

The character classes in this universe are famously bizarre and rich with flavor: Spire Facts for Kids
